Minister Tamara DuissenovaOn July 9, Tamara Duissenova, the Minister of Labour and Social Protection of the Population visited Atyrau. She arrived with the group of officials accompanying PM Karim Massimov during his business trip to regions.
Duissenova had a number of meetings with target groups of the population, whose interests her department should protect. Straight from the airport she went to a meeting with young people and representatives of private employment agencies. According to the data provided by the Ministry, 95% of economically active population of Atyrau Oblast last year was employed, the unemployment rate doesn't exceed 5% in the last years. These figures, I suspect, will arouse a desire to argue of many Atyrau citizens. As well as this, to put it mildly, an obscure statement from the press release: “In 2013 in Atyrau Oblast the unemployment rate among young people between the age of 15-24 made 1%, among 15-28 years - 3,5%”.
Also during the visit there were meetings with disabled people, pensioners and veterans where Duissenova explaned the Concept of pension modernization in Kazakhstan. The presidential decree about the Concept was signed on June 18 this year. Another modernization of pension system has been proposed: the accumulative system will remain without changes, but the new methodology of calculation of the basic pension will be introduced and a new pension component - conditional funded pension will be added.
At the meetings with employees of regional and city departments of education, health care, culture, sports and social protection the explanations were given about the new model of compensation of civil servants (according to RoK Labour Code, “the civil service is the professional activity of civil servants directed to realization of tasks of state enterprises, public institutions, maintenance and ensuring of functioning of government bodies”). The new model envisages two stages. On the first stage the main components of compensation system will be “improved”. This stage will last till 2017, further, the mechanism of compensation according to the results of activity will be introduced.
From Atyrau the Minister left for Almaty. Karim Massimov’s visit schedule to oil capital was inaccessible for mass media. According to our informal information, Mssimov will depart to Aktauin the evening.
