Roundtable with Kazakh Prime Minister Olzhas Bektenov and Turkish Vice President Cevdet Yılmaz Held in Astana

A roundtable discussion on cooperation between the business communities of Kazakhstan and Türkiye was held in Astana with the participation of Prime Minister of the Republic of Kazakhstan Olzhas Bektenov and Vice President of the Republic of Türkiye Cevdet Yılmaz. The event was attended by representatives of leading Kazakh and Turkish companies in the financial sector, industry, construction, transport and logistics, energy, and other fields.

In his welcoming address, Prime Minister Olzhas Bektenov noted the dynamic development of business ties between the two countries in key economic areas.

“On the instruction of President Kassym-Jomart Tokayev, the Government of Kazakhstan is systematically working to launch a new investment cycle and increase the quality of investments. We are focused on further developing partnership with Turkish business. Kazakhstan has all the necessary resources and opportunities for this. In turn, the Government is ready to provide comprehensive support to new projects,” Prime Minister Olzhas Bektenov emphasized.

Turkish Vice President Cevdet Yılmaz highlighted the interest of Turkish businesses in the Kazakh market and gave a high assessment of the work being done in Kazakhstan to develop the economy and create favorable conditions for investors.

“Under the leadership of President Kassym-Jomart Tokayev, Kazakhstan has achieved significant successes. The constitutional reforms have strengthened the country’s political stability and institutional system. We highly appreciate the reforms and transformations in Kazakhstan and congratulate our brotherly country on the results achieved. Kazakhstan’s economy has shown significant growth — GDP exceeded $300 billion last year. Growth reached 6.5%, which is almost twice the global average,” Vice President Cevdet Yılmaz noted.

Türkiye is among Kazakhstan’s top five trading partners. More than 5,000 enterprises with Turkish capital are registered in Kazakhstan, reflecting a high level of business confidence in the Kazakh market. The portfolio of joint projects includes over 170 initiatives with a total value of approximately $9.5 billion.

Among the already implemented projects are production facilities of Anadolu Holding in Almaty Region, Astana, and Shymkent; tourist complexes by Sembol Construction in Turkistan and Mangystau regions; and the YDA Holding industrial park in Astana. Ongoing projects include the construction of a combined heat and power plant by Aksa Enerji in Kyzylorda Region, the S Sistem Lojistik logistics project in Aktobe Region, a gluten and starch production plant by Tiryaki Agro in Astana, a greenhouse complex by Alarko Holding in Shymkent, the modernization of Almaty International Airport terminal by TAV Holding, as well as projects by Turkish pharmaceutical companies Abdi Ibrahim in Almaty Region and Nobel in Almaty.

During the dialogue, special attention was paid to measures for further expanding investment cooperation and creating the most favorable conditions for implementing new joint initiatives.

Kazakhstan is implementing the Investment Policy Concept until 2030, under which investors are provided with access to necessary resources, consulting and infrastructure support, and assistance in exporting products. The Baiterek Holding has been transformed into a national investment holding. A special committee for the protection of investors’ rights operates under the General Prosecutor’s Office, and an Investment Headquarters functions under the Government. Last year, the Investment Headquarters resolved problematic issues for 212 projects worth $115 billion.

Measures to prevent administrative barriers were also highlighted. For example, for projects worth over $60 million in priority sectors, an investment agreement mechanism is in place, guaranteeing legislative stability for up to 25 years. Currently, 53 such agreements have been concluded.

As part of the working visit, Turkish Vice President Cevdet Yılmaz visited the National Museum of Kazakhstan and familiarized himself with projects of Kazakh developers in the field of digitalization and artificial intelligence at the Alem.ai International Artificial Intelligence Center.
