Biometric Identification and AI Are Being Introduced into Kazakhstan’s Notariat

Minister of Justice Yerlan Sarsembayev reported at the Government session on the systemic transformation of the notariat and enforcement proceedings spheres, based on the protection of citizens’ rights, the principles of “Law and Order,” and the proactive prevention of violations. Legal mechanisms are being actively developed in the country, biometric technologies and artificial intelligence are being introduced, and the functionality of online services for participants in judicial and notarial processes is being expanded.

He noted that the country’s Constitution, which entered into force on July 1 of the current year, enshrined a new model of relations between the state and the citizen. Based on an analysis of law enforcement practice and citizens’ appeals, special attention was paid to issues related to the performance of a notary’s enforcement inscription and its subsequent compulsory enforcement by private court enforcement officers.

With the number of enforcement inscriptions growing to more than 2 million per year, the number of complaints related to the timely notification of debtors and the exercise of the right to object increased. In this regard, since March 2025 digital solutions have been launched on the eGov Mobile platform: the notary sends the debtor a copy of the enforcement inscription with confirmation of delivery through the e-government portal and SMS, and the citizen receives the opportunity to submit an objection or acknowledge the debt online. During this period, more than 2.5 million enforcement inscriptions were performed, on which about 700 thousand online objections were filed.

Problems identified in practice required the consolidation of additional guarantees at the legislative level. On July 8 of the current year, President of the country Kassym-Jomart Tokayev signed a law on issues of notarial activity and legal assistance that significantly strengthened the protection of citizens when performing notarial acts. In addition, at the end of June a law on issues of improving enforcement proceedings was signed that increased the transparency of procedures at the stage of work of private court enforcement officers.

“A digital solution to these changes will be the improved ‘Cabinet of the Parties’ module, previously put into operation on July 1, 2025 and integrated with AdiletGov. Thanks to this cabinet, the claimant and the debtor were able at any time to familiarize themselves with the case materials, checking the actions performed and the measures taken, see the current status of enforcement, and also send appeals and petitions in electronic form,” Yerlan Sarsembayev noted.

According to the agency, since the launch of the “Cabinet of the Parties” service, 63 thousand appeals from citizens have been received, of which only 9.4% were appealed to the justice authorities. This made it possible to reduce the number of appeals to the agency by 15% — from 38 thousand to 32.3 thousand. The next step will be the introduction of proactive control using artificial intelligence for the automatic detection of delays, long-uncompleted proceedings, and violations of deadlines.

Special attention was paid to the launch of the technologically new digital platform E-Notary, being developed with the assistance of the Ministry of Artificial Intelligence and Digital Development. The platform will ensure the recording of every action of the notary and will for the first time introduce biometric identification of notaries and citizens.

For process participants, the creation of a personal account is provided, where citizens will be able to track all notarial acts performed with their participation and submit objections. Applications for the performance of enforcement inscriptions will be distributed automatically, which will exclude the possibility of the claimant choosing a notary and reduce the risks of collusion. In addition, AI elements will analyze documents, identify potential risks, and generate recommendations, while the final decision will remain with the notary.

“Based on the results of the pilot operation of the platform, by the end of the current year it is planned to scale it throughout the entire territory of the country. Ultimately, we are moving from responding to citizens’ complaints to preventing them, forming a modern digital model of the notariat and enforcement proceedings,” Yerlan Sarsembayev emphasized.
