On the instruction of the Head of State Kassym-Jomart Tokayev, Prime Minister Olzhas Bektenov and Head of the Presidential Administration Roman Sklyar took part in a meeting of the deputies of the maslikhats of the Atyrau Region.
Roman Sklyar read out to the deputies a letter from the President nominating two candidates for the position of Akim of the Atyrau Region – Chairman of the Public Association “Kazakhstan Association of Organizations of the Oil and Gas and Energy Complex ‘KAZENERGY’” Bolat Akchulakov and Deputy Akim of the Atyrau Region Daryn Shamuratov.
Following an open vote, 83 out of 101 deputies cast their votes for Bolat Akchulakov. 18 deputies voted for the candidacy of Daryn Shamuratov. By the corresponding Decree of the President of the Republic of Kazakhstan, Bolat Akchulakov was appointed Akim of the Atyrau Region.
At a meeting with the active of the region, the Prime Minister thanked Serik Shapkenov for his contribution to the development of the region over the four years of his leadership of the region. With the support of the Head of State, work was carried out to develop the region’s economy, decentralize the budget, and improve settlements. Over 4 years, more than one hundred social facilities were put into operation in the region, and about 1,000 km of roads were repaired. At the same time, in accordance with the instruction of the Head of State, the construction of dozens of new social facilities is currently underway in the region.
Olzhas Bektenov presented the new Akim – Bolat Akchulakov – to the active of the region.
The Prime Minister emphasized that the President has set a number of important tasks for the region’s leadership. Taking into account the entry into force of the new Constitution, special attention must be paid to the implementation of the principles of “Law and Order” and “Clean Kazakhstan”.
Olzhas Bektenov noted the need to ensure high-quality implementation of the instructions of the Head of State given during the working trip to the region, including improving the environmental situation, modernizing engineering and social infrastructure, and developing the urban environment.
Among the key priorities are the diversification of the region’s economy through the development of manufacturing industry, tourism, the IT sector, and creative industries. The region’s leadership has been tasked with stimulating competition, attracting investment, and promoting increased labor productivity. In addition, it is necessary to effectively use the potential of the special economic zone and the innovation technology park.
In accordance with the new master plan of the region, instructions have been given to take measures against illegal and spot development, pay attention to the improvement of territories, landscaping, and the expansion of public spaces.
A task has also been set to develop the road and transport system of the Atyrau Region.
Special attention must be paid to the conversion of the CHP plant to gas, reducing industrial and transport emissions, and the timely renewal of worn-out engineering networks.
Addressing the active of the region, the Prime Minister noted that the adoption of the New Constitution marks a new stage in the country’s development. The key task in accordance with the instruction of the President is the construction of a Just and Progressive Kazakhstan. The main indicator of the effectiveness of the work carried out is the specific results that are tangible for the population.
